Developing Incident — Field Situational Awareness and Winlink Reporting
Scenario
An incident is developing in and around Macomb County. At this time, the exact cause and full scope are not yet clear. What we do know is that scattered service interruptions and community impacts are being reported from multiple locations.
Emergency Management is working to gather information, but the picture on the ground is still incomplete. More details are coming in, but there is a need for better field-level situational awareness to understand where impacts are occurring and what resources may be needed.
ARPSC members are being asked to remain safe, observe conditions from their location, and report what they can directly confirm. Do not travel into affected areas. Your observations from where you are—or a realistic simulation of what you might observe—are exactly what is needed.
Structured reports are more useful than rumors. This is an opportunity to practice the kind of field reporting that Emergency Management relies on during real-world incidents.

Winlink Field Situation Report
Report what you observe (or simulate) from your location—conditions, impacts, and any notable information.
ICS 213RR Resource Request
Submit a resource request based on a realistic need you might identify in this type of situation.

Suggested Resource Request Ideas
Not sure what to request? Here are some realistic examples of resources that might be needed during a developing local incident:
- Traffic control support
- Shelter communications support
- Portable power (generator)
- Fuel for generators or vehicles
- Additional radio operators
- Medical support coordination
- Food/water for responders
- Transportation assistance
